Preserving the aspect ratio keeps objects in proportion. Presets fit the whole image inside the selected bounds; they do not crop it. Turn the lock off only when you deliberately want to stretch an image.

Pixels, not print inches
These controls set pixel dimensions. Enlarging an image does not recover missing detail. For printing, divide pixel dimensions by your intended print resolution to estimate the size in inches.
